Out of State Ownership List

The deadline for submitting the Out-Of-State Ownership List to the Department of Revenue is on or before June 1, § 39-5-102(3), C.R.S. The Department of Revenue requests that the data be submitted electronically in an Excel spreadsheet. This spreadsheet is a list of the names and addresses of all nonresidents as shown in your records as of the previous assessment date of owned real or personal property within the county. The requested format is detailed as follows:

Plains Marketing LP (PC103) Changed Assessment

There was a change in value based on a Board of Assessment Appeals settlement agreement, Docket Number 2024BAA845.

The taxpayer requested an all year nonstop speed of 250 miles per day, like coal unit trains, for crude oil tankers traveling back and forth mostly between Utah and Kansas. We insisted on a speed study to go higher than the actual system wide and typical calculation of 151 miles per day, which took the prospect of a hearing to acquire. This resulted in a value reduction and apportionment change to the referenced property. The revised values are:

Mint Mobile (TX282) Omitted Property

Telephone reseller Mint Mobile, LLC failed to file during the assessment period but recently submitted the filing.

The following are the necessary steps for the county to generate a tax bill:

Assessors with omitted property in their county will add the value for 2024 and value track it as omitted property.

Notify the treasurer of the omitted value by providing a spreadsheet indicating the value and taxes for each property impacted along with a copy of this bulletin.

2025 Division Statistical Assistance

Time trending and performance evaluation analyses assistance is available through the Division for vacant land, residential improved, and commercial improved classes of real property. Counties requesting the Division’s assistance are advised to review this memorandum carefully. Please note that the Division’s assistance program is offered as a supplemental and complementary statistics review to the county’s internal work. This assistance is not intended to take the place of the county’s internal assessment statistics program.
